Guide · Step 3 of 5By Klineva · Updated on 5 October 2026 · 17 min read
You are comparing a quote from a clinic in Montreal or Quebec City with the package of a clinic in Istanbul, and the figures look nothing alike. Taking the same number of grafts on both sides, the prices recorded in October 2026 work out, for 3,000 grafts, at 13,500 to 20,000 Canadian dollars (CA$) before tax in Quebec. Two of those amounts are calculated from the price per graft. In Istanbul, a standard package, hotel and transfers included, costs CA$3,800 to CA$6,400. Flight included, a hair transplant generally works out two to three times cheaper in Istanbul (from less than twice to five times cheaper, depending on the clinic).
This guide sets out the calculation, what RAMQ (Quebec’s public health insurance plan) and the tax authorities cover, travel, language and follow-up, then the cases where staying in Quebec is preferable. It is published by Klineva, a clinic in Istanbul: every price is dated and every calculation is shown in full.

There is no single price, and few clinics display a usable one. In October 2026, we looked at the websites of thirteen Quebec clinics (Montreal area, Trois-Rivières, Quebec City). Five show no transplant price on the pages we viewed. Four give prices tied to a number of grafts. One of them does so only for a small transplant: CA$11,000 for 500 to 1,000 grafts. The remaining four give a range (CA$5,000 to CA$16,500 for three of them) or a price per session, with no number of grafts. They cannot be compared.
For 3,000 and 4,000 grafts, three prices allow the calculation. The clinics are identified by a letter: this guide compares figures, not establishments.
| Price recorded in October 2026 | 3,000 grafts | 4,000 grafts |
|---|---|---|
| Clinic A (Montreal): tiered price list | CA$20,000 | CA$25,000 |
| Clinic B (Montreal): strip method, CA$4.50 per graft | CA$13,500 | CA$18,000 |
| Clinic C (Trois-Rivières): FUE at CA$4.95 per graft | CA$14,850 | CA$19,800 |
Recorded from the clinics’ websites. A and C show prices before tax; B does not mention tax. B’s and C’s amounts are calculated at a constant unit price (C: CA$9,900 for 2,000 grafts); they are not quotes. Follicular units (A), implants (C) and micrografts (B) are counted as grafts.
Taxes need to be checked. Clinic C states that the GST and QST (called TPS and TVQ in French) apply, which makes 14.975% in total (5% and 9.975%, according to Revenu Québec). What the price includes also varies. Clinic A’s price list includes PRP sessions (platelet-rich plasma, a treatment made from your own blood). It also includes a laser helmet and medical check-ups during the first year. A PRP session on its own is charged at CA$600 to CA$650 in five clinics in Montreal and Laval.
Finally, the technique affects the bill. Clinic C advertises a strip transplant (FUT: a thin strip of scalp is taken) at CA$8,900 before tax for around 3,000 grafts. That works out at about CA$3 per graft, against CA$4.95 for its FUE transplant. The three techniques are explained in our guide FUT, FUE or DHI: which technique should you choose?.
A Turkish package generally bundles the operation, the hotel and the transfers. In October 2026, we recorded the prices published by three Istanbul clinics. Their entry-level packages start between €2,390 and €3,200, and their most expensive options between €5,790 and €8,000 or more. Two of them set a cap on the number of grafts: 4,000 for one, 4,500 for the other’s DHI option. The third advertises a price that does not depend on it. For 3,000 or 4,000 grafts, it is therefore the price of the option that matters.

| All-inclusive package | Price in euros | In CA$ (approx.) |
|---|---|---|
| Entry-level packages | €2,390 to €3,200 | CA$3,800 to CA$5,100 |
| Intermediate options | €3,290 to €3,990 | CA$5,300 to CA$6,400 |
| Most expensive options | €5,790 to €8,000 and more | CA$9,300 to CA$12,800 and more |
| Klineva packages | under €3,000 | less than about CA$4,800 |
Recorded from the websites of three Istanbul clinics, converted at the Bank of Canada rate of 2 October 2026 (€1 = CA$1.6037), rounded. Hotel and transfers included, flight extra.
These clinics bill in euros: the exact amount will depend on the exchange rate. Our packages start below €3,000, with a 4★ hotel, transfers, an interpreter, PRP and 18 months of follow-up. The exact price is given after we have reviewed your photos. Why prices are lower in Turkey: see our guide Hair transplant cost in Turkey: how much to budget for in 2026.
To compare fairly, use the same number of grafts on both sides, then add whatever else each option costs. The table uses 3,000 to 4,000 grafts: according to Clinic C, most of its strip-method sessions involve around 3,000.
| 3,000 to 4,000 grafts | In Quebec | In Istanbul |
|---|---|---|
| Procedure | CA$13,500 to CA$25,000 before tax | CA$3,800 to CA$6,400, hotel and transfers included |
| Flight from Montreal | None | About CA$1,100 |
| Estimated total | CA$13,500 to CA$25,000 (CA$15,500 to CA$28,700 with tax) | CA$4,900 to CA$7,500 |
Calculations from this guide, October 2026 prices (Clinic B does not specify its taxes). Standard Turkish packages, excluding the most expensive options; economy-class flight at the lowest fare shown (baggage extra).
Take an example with 3,000 grafts. In Quebec, at CA$4.95 per graft, the bill comes to CA$14,850 before tax. In Istanbul, it comes to CA$6,376: a Turkish package at €3,290 (CA$5,276) plus a flight at CA$1,100. Quebec then works out 2.3 times more expensive. At 4,000 grafts, it is CA$19,800 against the same CA$6,376: 3.1 times.

Overall, for the same number of grafts, a hair transplant in Istanbul generally works out two to three times cheaper than in Quebec, flight included. Without the flight, it works out about three times cheaper. Depending on the clinic, the gap ranges from less than twice to five times. Less than twice: CA$13,500 in Quebec against CA$7,500 with the flight. Five times: CA$25,000 against CA$4,900. With the most expensive Turkish options (CA$9,300 to CA$12,800 and more), the gap ranges from about 1 to 2.4 times.
The strip method narrows the gap. At CA$8,900 for around 3,000 grafts, FUT in Quebec costs 1.4 to 2.3 times a standard Turkish package, flight not included. That package ranges from CA$3,800 to CA$6,400. These are published or calculated prices, not your quote.
The calculation can reverse for a small transplant, because a Turkish package does not go down with the number of grafts. With the entry-level packages, the complete trip costs CA$4,900 to CA$6,200. A clinic that charges per graft (CA$4.50 or CA$4.95 before tax) stays cheaper than that trip up to roughly 1,000 to 1,400 grafts. That is not the case for tiered or flat-rate price lists, at CA$8,000 and above.
For hereditary baldness, RAMQ does not pay, whether in Quebec or in Istanbul: it does not cover services provided for cosmetic reasons. Its regulation implementing the Health Insurance Act (section 22) lists “any capillary graft to correct hereditary alopecia” among the purely cosmetic services, which are therefore not insured. This text is current to 1 June 2026. If your hair loss has another cause, only a doctor can tell you what applies to your case.
Abroad, RAMQ does not reimburse “any medical services not covered in Québec” either (according to its page on care outside Quebec). The Government of Canada reminds you that your provincial health plan may not cover your expenses if complications arise in the country where you have your surgery.
Your private or group insurance follows its own contract. For example, the group insurance contract for unionised Government of Quebec staff excludes “cosmetic surgery treatment”, except following an accident. Ask for your insurer’s answer in writing.
On the tax side, the Canada Revenue Agency lists “hair replacement procedures” carried out for cosmetic purposes only among the expenses that are not eligible as medical expenses. Revenu Québec, for its part, excludes from line 381 the costs of services provided for purely cosmetic purposes.

From Montreal, Turkish Airlines flies non-stop to Istanbul four times a week, according to the timetables we consulted. Air Transat has announced a year-round non-stop service, on Tuesdays and Thursdays, from 29 October 2026. With Turkish Airlines, the outbound flight leaves in the evening, takes roughly 9 h 15 min to 9 h 40 min and arrives in Istanbul the next day in the early afternoon. The return flight leaves in mid-afternoon, takes roughly 10 h 15 min to 10 h 40 min and arrives in Montreal in the early evening.
From Quebec City there is no direct flight to Istanbul. The shortest route has one stop, in Paris, Montreal or Toronto depending on the timetable. It takes roughly 13 h 30 min to 15 h (the Quebec City–Montreal flight alone takes about 50 minutes). In October 2026, Turkish Airlines was showing economy-class return flights from CA$1,116 from Montreal. That is an entry-level fare, sometimes in Basic class, with baggage extra. We have used about CA$1,100, to be adjusted if you leave from Quebec City.
The time difference is 7 hours while Quebec is on daylight saving time (from March to early November), then 8 hours. Turkey does not change its clocks: it stays on UTC+3 all year round.
For a three-day stay, if the timetables line up, you leave Montreal in the evening and arrive in Istanbul in the early afternoon of the following day. You return home on the evening of the third day. With four to six direct flights a week, this is not always possible. First fix the surgery date with the clinic, then book your flight, even if it means adding a night. The full day-by-day account is in The 3-day stay in Istanbul, step by step. The precautions to take for a flight of more than nine hours after the operation are in Travelling after a hair transplant: flying, luggage, getting home.

Having surgery in a language that is not your own adds a risk that the quote does not show. The Government of Canada points out that language barriers can lead to misunderstandings about your medical care. Allergies, medication, post-operative instructions: everything must be said, and written down, in a language you are fluent in.
At Klineva, an interpreter is at your side during your stay. The words also change from one quote to the next. In Quebec, clinics talk about “hair implantation” and count in “follicular units”, “implants” or “micrografts”. In Istanbul, people count in “grafts”. Ask each clinic to spell out what every figure refers to.
Follow-up matters as much as the operation. Our 18-month follow-up is done remotely, through photos of the transplanted area and messages, and our team replies to you. The time difference can be managed if you plan for it. For example, 8am in Quebec is 3pm or 4pm in Istanbul; 9pm is 4am or 5am. Wherever you go, ask who will answer, through which channel and within what time frame.

When you get back, the Government of Canada advises telling any healthcare professional you see, for at least 12 months, about your treatment abroad. Before you leave, ask for a copy of all the medical records of your procedure and for the steps to follow if you have any concerns.
Ask for written quotes, in Quebec as in Istanbul, and put the same questions to each. The Government of Canada advises getting written agreements and not letting yourself be pressured into deciding.

Our guide How to choose a clinic in Turkey gives the essential pointers.
Travelling is not the right answer for everyone, and price is only one criterion. A transplant in Quebec is preferable in several situations:
An honest clinic, in Quebec as in Istanbul, should be able to tell you that the trip is not justified in your case.
To go from figures to a decision, work through these steps in order:
If Istanbul appeals to you, the free diagnosis is done from a few simple photos. An adviser will get back to you within 24 hours with a price tailored to your case. And if the calculation brings you back to Quebec, at least you will have the right questions to ask.

It all depends on the number of grafts. In Quebec, in October 2026, the advertised prices work out at CA$13,500 to CA$20,000 before tax for 3,000 grafts. For 4,000 grafts, they work out at CA$18,000 to CA$25,000. Some amounts are calculated at a constant unit price. Add roughly 15% in tax if it applies.
Not a cosmetic transplant: RAMQ does not cover purely cosmetic services, and its regulation lists “any capillary graft to correct hereditary alopecia” among them. The Canada Revenue Agency lists hair replacement procedures among the expenses that are not eligible as medical expenses. Revenu Québec excludes services provided for purely cosmetic purposes. For private insurance, it all depends on your contract.
From Montreal, yes: Turkish Airlines operates a non-stop flight (about 9 h 30 min), and Air Transat has announced its own for 29 October 2026. From Quebec City, no: you need at least one stop, for a journey of roughly 13 h 30 min to 15 h.
According to the Turkish Ministry of Foreign Affairs, holders of an ordinary Canadian passport are exempt from a visa for up to 90 days within 180 days. The Government of Canada pages differ depending on the language, and the English version advises a medical visa for medical care. Ask a Turkish consulate and the clinic, in writing, what applies to your case before buying your ticket. Klineva asks for a passport valid for at least 6 months from your arrival.
If you have a fever, redness, swelling of the operated area or any concern about your health, see a healthcare professional in Quebec immediately. Tell them you had surgery abroad: the Government of Canada asks you to do so for at least 12 months. At the slightest concern, you can always contact your medical adviser. For a question about regrowth, write to your clinic with a photo: that is what follow-up is for.
